The Schools Division Office of the City of San Fernando, La Union (SDO CSFLU) proudly staged the State of the Division Address (SODA) cum First 365 Days Accomplishment Report of Schools Division Superintendent Dr. Sheila Marie A. Primicias, held today at the La Union National High School Amphitheatre.

Anchored on the vision of building a “little Singapore in the North”—an education ecosystem that is disciplined, data-driven, innovative, and people-centered—Dr. Primicias presented the Division’s breakthroughs across governance, instruction, learner support, digital transformation, and community engagement.

Today is a celebration of how far we have come, and a reaffirmation of where we are headed. Our calling is clear: to safeguard the future of every Fernando and Fernanda through responsive and inclusive education,” Dr. Primicias emphasized.

Key Accomplishments Highlighted in the SODA1. Governance and Administrative ReformsThe Division strengthened systems through WISE-SMP, MOOE Liquidation Day, streamlined HR processes, and responsive policy implementation. These reforms improved efficiency, transparency, and service delivery across schools.

2. Literacy and Learning Acceleration ProgramsFlagship efforts—Bawat Fernando at Fernanda Bumabasa, Reading Room Project, IMREADY, and school-based interventions—boosted foundational skills while addressing learning gaps with compassion, dignity, and learner-centered approaches.

3. Digital Innovation and 21st Century SkillsThe Division fully launched DIGI-Lingkod, Digital Innovation Camp, IMREADY, and strengthened technology integration to support teachers, improve M&E, and foster 21st-century competencies.

4. Safe, Child-Friendly, and Climate-Responsive SchoolsSDO initiatives strengthened disaster readiness through QuickScan, health programs, and environmental stewardship, ensuring safer and more resilient learning environments.

5. Stakeholder Partnerships and Social MobilizationThrough strong collaboration with LGUs, barangays, civic groups, and private sector partners, SDO CSFLU mobilized resources and expertise for school needs, sports development, SPED support, infrastructure, and community-based literacy.

A Year of Firsts for the Schools Division SuperintendentDubbed as the “SDS of the Firsts,” Dr. Primicias’ first year saw trailblazing initiatives that expanded opportunities for learners and empowered teachers and school leaders. These first 365 days showcased a governance anchored on innovation, integrity, and genuine malasakit for the school communities.

A Unified Division Moving ForwardAssistant Schools Division Superintendent Dr. Nestor C. SDS in Her 365 Days: Vision in Action

The Schools Division Office of the City of San Fernando, La Union invites our teachers, school leaders, partners, and community advocates to a gathering that reflects one full year of shared work and shared hope—the State of the Division Address of our Schools Division Superintendent, Dr. Sheila Marie A. Primicias, CESO VI.

The 2025 SODA is not merely a report. It is a look back at 365 days of steady leadership, where programs were strengthened, partnerships grew deeper, and every effort—small or big—was carried with the learner at the center. It is the story of a division that moved together, stood together, and chose to serve together.Happening on December 4, 2025, at the Speaker Pro Tempore Francisco I. Ortega Convention Center, this event brings together the many hands that keep our Division moving—teachers, school heads, local officials, partner institutions, and worker-advocates from across the city. It is a day to recognize their work, honor their presence, and chart the next steps with a stronger sense of community.✨

Activities throughout the day:

• Ribbon Cutting (6:30 AM): Opening of the newly improved SDO spaces for teachers and personnel

• Motorcade of Associations & Stakeholders (7:00 AM): A collective show of support from our education and community partners

• Thanksgiving Mass (8:00 AM): A moment of gratitude for the year that has passed

• Program Proper (9:00 AM onwards):

◦ State of the Division Address

◦ Talakayan sa PPAs with the SDS, ASDS, and Chiefs

◦ Recognition of Lifetime Partners and Brigada Heroes ◦ Filming of the Division Christmas Station ID ◦ Oath-Taking of Associations ◦ Performances, reflections, and recognition of advocacy partners, PPAs, and NASH passers.

This day is a reminder that progress does not happen in corners—it happens when people commit, collaborate, and care. It happens when every school and every partner chooses to show up for our Fernandos and Fernandas.As we honor the past 365 days, we also ready ourselves for the work ahead.
